Assessment Validation: A Beginner's Guide to Validating Assessments

Once RTOs receive registration, they must oversee many aspects such as annual declarations, AVETMISS reporting, and marketing compliance. Of all these duties, validation is frequently the most daunting.

Although we've written about validation many times, let’s redefine it. ASQA refers to validation as a quality review of the assessment process.

Simply put, validation confirms which aspects of an RTO's assessment process are right and identifies where improvements are needed. A clear understanding of its main components makes it less intimidating.

As per the 2015 SRTOs Clause 1.8, RTOs are required to ensure their assessment systems, including RPL, meet training package requirements and follow the Principles of Assessment and Rules of Evidence.

The standards require RTOs to perform two types of validation.

The first assessment validation type verifies that your RTO's assessments adhere to the training package requirements within your scope.

The second type of validation verifies assessments are conducted according to the principles of assessment and rules of evidence.

Therefore, validation is conducted both before and after the assessment. This article emphasizes the first type: assessment tool validation.

Defining the Two Types of Assessment Validation

Decoding Assessment Validation

As noted earlier and in our earlier blog entries, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, also known as pre-assessment validation or verification, pertains to the first part of the clause, focusing on ensuring all unit requirements are met and that all workbooks are fully compliant.

Post-assessment validation, in contrast, is about ensuring the implementation side, where Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.

Here, we will concentrate on assessment tool validation.

How Assessment Tool Validation is Conducted

Having discussed the two types of validation, let’s delve into assessment tool validation.

When is Assessment Tool Validation Conducted?

Assessment tool validation seeks to ensure all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

This implies that any time you get new learning resources, assessment tool validation must be done before they are used by students.

There's no requirement to wait for your next 5-year cycle validation schedule. Validate new resources promptly to ensure they’re ready for students.

Still, this isn't the sole reason for conducting this type of validation. Conduct assessment tool validation when you:

- updating your resources
- your new training products get added on scope
- training product updates are reviewed against your course
- learning resources are identified as a risk during the risk assessment

ASQA's risk-based regulation approach requires RTOs to conduct regular risk assessments. Therefore, complaints from students about learning resources are a perfect time for assessment tool validation.

What Training Products Need Validation?

Recall, this type of validation aims to ensure all learning resources are compliant before use. All RTOs must validate each unit's resources.

Educational Resources

Given that you are conducting assessment tool validation, you will need the full array of your learning resources:

Mapping tool – begin with this document. It details which assessment items correspond to unit requirements, aiding faster validation.

Learner/student workbook – validate its suitability as an assessment tool. Confirm that instructions are clear and answer fields are sufficient. This is a common problem.

Assessor guide/marking guide – confirm that instructions for assessors are adequate and clear benchmarks for each assessment item are present. Clear benchmarks are crucial for reliable assessment outcomes.

Other related resources – might include checklists, registers, and templates created apart from the workbook and marking guide. Validate them to ensure they fit the assessment task and address unit requirements.

Assessment Validation Panel

Clause 1.11 describes the requirements for validation panel members, indicating that validation can be performed by one or more persons. RTOs often require all trainers and assessors to attend, and sometimes industry experts are invited.

Collectively, your validation panel must have:

Vocational competencies and industry skills relevant to the unit being validated

Up-to-date expertise and skills in vocational teaching and learning

Either one of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or its updated version

Assessment validation form/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool aids in both the validation process and documentation. It helps visualize how each assessment item meets each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

While ASQA does not recommend or require a specific template for assessment tool validation, numerous templates are available online. These tools generally require validators to examine the tools as a whole to see if they meet the principles of assessment.

Though these templates simplify validation, they can lead to judgment errors due to limited space for comments on each assessment item.

Fundamental Principles of Assessment
Fairness – Does the assessment process ensure equal opportunity and access for everyone?

Flexibility – Does the assessment offer various ways to demonstrate competence according to different needs and preferences?

Validity – Is the assessment evaluating what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment produce the same results each time, regardless of who conducts the training? Will different assessors make consistent decisions on skill competence?

Evidence Rules

Validity – Is the evidence showing that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to confirm the learner has the required skills and knowledge?

Authenticity – Does the assessment tool confirm that the work is the candidate’s own?

Currency – Do the assessment tools correspond to current units of competency and industry practices?

Although these are often addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To avoid employing learning resources that leave unit requirements unmet, be sure to follow these guidelines:

Act on Your Words

Observe the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Carry out each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

diaper change

prepare bottles, feed babies from bottles, and clean equipment

solid food preparation and feeding babies

appropriately respond to infant signs and cues

prepare and settle babies for rest

monitor and support age-appropriate physical exploration and gross motor skills

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit requirement is meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Pay Attention to Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Complete or Not Competent

Pay attention to lists. As mentioned earlier, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each website assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Hence, ensure your instructions are clear and not confusing for students or assessors. For instance:
What kind of information can be included in a work package?
What can be included in a work package?

The answer might include:

Required materials

Appropriate costs

Activity length

Designated roles and responsibilities

When an assessment item demands multiple answers, indicate the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

The same applies to assessment items with double-barrelled questions or those requiring multiple answers simultaneously. These can confuse students and assessors, as demonstrated in the sample question below:

Name a hazard and/or environmental issue in the workplace and choose the most effective hazard control hierarchy.

Possible answers could include, but are not limited to:

Weather conditions – work area isolation, engineering controls, PPE

Work area and ground conditions – elimination, isolation, engineering

People – isolation, engineering, administration

Structural hazards – substitution, isolation, use of engineering controls

Chemical hazards – isolation, engineering, administrative controls

Equipment or machinery – isolating, use of engineering controls, administration

Avoiding double-barrelled questions simplifies responses for students and allows assessors to accurately judge student competence.

Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
